What’s wrong with the misfit doll in Rudolph?

In the classic cartoon Christmas special, Rudolph the Red Nosed Reindeer they go to the Island of Misfit Toys. There’s a little doll in it and she seems to be one of the main toys but what’s wrong with her? I mean, there’s a boat that can’t float and a jack in the box named Charlie. But why is the doll a misfit?
